Answer by Greenfinch(383)   (Show Source): You can put this solution on YOUR website!
Complete the squares and you get
(x^2 - 6x + 9) +(y^2 + 4y + 4) -13 -4 = 0
(x -3)^2 + (y + 2)^2 = 17
Centre is therefore at x = 3, y = -2 radius is sqrt 17
