Easy -- it doesn't have any or intercepts.

Think about it. If the center is at (-4,5), move 3.46 units down along the vertical line starting at the point (-4,5). You never make it to the -axis because the distance from (-4,5) to the -axis is 5. Now move 3.46 units to the right on the horizontal line starting at the point (-4,5). You never make it to the -axis because the distance from (-4,5) to the -axis is 4. Therefore, no intercepts.
