I believe the equation you have is (3/2x)-(5/3y)+(1/6z)=0.
Now you have x=4 and z=3, which changes the equation to (3/2(4))-(5/3y)+(1/6(3))=0, or (3/8)-(5/3y)+(1/18)=0. Separating terms with y from constant terms gives (3/8)+(1/18)=5/3y.
72 is a common denominator on the left, so we could multiply 3/8 by 9/9 and multiply 1/18 by 4/4 to get (27/72)+(4/72)=5/3y. Combining gives 31/72=5/3y.
Cross multiplying gives 31*3y=5*72, so 93y=360, so y=360/93=120/31.
