The standard form of the equation of the circle with center 
at (h,k) and radius r is

(x-h)² + (y-k)² = r²

Therefore,

the standard form of the equation of the circle with center 
at (2,-7) and radius 5 is

(x-2)² + [y-(-7)]² = 5²

(x-2)² + (y+7)² = 25
