I don't know what you mean by "Virtual Velocity" but it sounds like like
you are trying to find the horizontal and the vertical componets of
a vector of length 30.4 at an angle of 38.5.

The general form for these is:
Horizontal component: x = rcos(theta)
Vertical component : y = r(sin(theta)
---------------
Assuming your 38.5 means radians your components would be:
x=30.4cos(38.5)= 21.1605...
y=30.4sin(38.5)=21.8264...
