(2/5)x + 13/5 = -13
(2/5)x = -13 - (13/5)
(2/5)x = (-65/5) + (-13/5)
(2/5)x = (-78/5)
(5/2)(2/5)x = (5/2)(-78/5)
x = -39
check:
(2/5)(-39 + 4) + 1 = -13
(2/5)(-35) + 1 = -13
2(-7) + 1 = -13
-14 + 1 = -13
