If the wheel makes 4000 revolutions in travelling 44000 metres (44 kilometres) then one revolution must be 44000/4000 = 11 metres so the circumference of the wheel will have to be 11 metres as well.
Using the formula for circumference of C = 2 x Pi x r
11 = 2 x Pi x r
so r = 11/(2 x Pi)
=1.75 metres
