If I am reading the problem correctly here is the answer;
First multiply each side by x-7;
(x-7)(+4)=(x-7)
+4x-28=3
now cancel the x-7 on each side;
7+4x-28=3
add like terms;
4x-21=3
add 21 to both sides;
4x+ 3+21
4x=28
divide each side by 4;
x=6
