Use polynomial long division,

          3x^2 + (-7x) + 4
        __________________________
2x + 3 | 6x^3 - 5x^2 - 13x + 13
       - (6x^3 + 9x^2)
       ---------------
                -14x^2 - 13x
             - (-14x^2 - 21x)
                --------------
                          8x + 13
                      - (8x + 12)
                          --------
                                1
