3 more than= +3
5 times a number=5x
3 more than 5 times a number=5x+3

5x+3<18 <--subtract 3 from both sides
5x+3-3<18-3
5x<15
x<5

if 5 is greater than x, then x can be 4, 3, 2, 1, -1, -2, -3,...

of the choices, 4 is the greatest integer.
