letting x = the number of pencils, your inequality would be:

2.50 * x <= 27

solve for x to get x <= 27/2.50 = 10.8

if you buy 10 pencils, the cost is 10 * 2.50 = 25.
if you buy 11 pencils, the cost is 11 * 2.50 = 27.50

your answer would be x = 10
