.
Add the number of parts: 1 + 2 + 3 + 4 =10
.
The first packet has 1 part of 10 (1/10),
the second has 2 of 10 (2/10),
the third has 3 of 10 (3/10),
the fourth has 4 of 10 (4/10).

The smallest has (1/10)(60kg)=6kg
The largest has (4/10)(60kg)=24kg
.
The total of both is 6kg+24kg=30kg.
