This is a stem and leaf plot, and if you look at it at a 90 degree angle, this is not normally distributed. It is skewed right.
The manager's statement works only if the data are normally distributed. We can say that no more than 1/k^2 of the cars will be more than k standard deviations away, Chebyshev's inequality. That means that conceivably a quarter of the cars could be more than 2 standard deviations away, but no more.
