1)calculate a 95 % confidence intervals for fuel consumption
x-bar = 41.3 ; s = 3.2
ME = z*s/sqrt(n) = 1.96*3.2/sqrt(21) = 1.369
95% CI: 41.3-1.37 < u < 41.3+1.37

2)calculate 99% CI for the percentage of similar cars that completely satisfy current exhaust emission guidelines
p-hat = 14/21 = 2/3
ME = 2.5758*sqrt[(2/3 * 1/3)/21] = 0.265
99% CI: 0.67-0.265 < p < 0.67+0.265
