Is this impossible because n must be greater than 30 or the distribution must be known

This is a trick question.

Since the mean is 3, that means that half of the sheets of plywood in the world
have 3 or more flaws and the other half have 3 or fewer flaws. So the probability
is 50% or 0.5. The distribution and the standard deviation do not matter.  The
standard deviation was given just to throw you off.
