The mean is 21. The rule is that 50% of the distribution is ALWAYS greater than the mean. This is because the mean is smack dab in the very center of the distribution and because the distribution is perfectly symmetric.
So P(X > 21) = 0.50
We don't care about the standard deviation in this particular case because we didn't need to use it.
