1. Both magazines are being read?
2. Neither of the two is being read?

The probability that both are read is .5*.4=0.2
The probability that only SI is read is .5-.2=0.3
The probability that only Time is read is .4-.2=0.2
.
2)The probability that both are not read is 1-(.2+.3+.2)=0.3
.
