I tried (10*10*10*10)/(4*4*4*4), but got the wrong answer and I'm really curious on how to solve this one.

Umm, (10*10*10*10)/(4*4*4*4) is greater than 1. Check what you write to see if it makes sense first.
Hint: You need to draw a 1 first. What is the probability of picking 1? If you have already picked 1, what is the probability that you will draw 2, out of the nine remaining slips?
