Each set of 10 consecutive integers has 5 even numbers. For example, the 60's have 60, 62, 64, 66 and 68.
So from 60 through 120...
The 60's have 5, the 70's have 5, the 80's have 5, the 90's have 5, the 100's have 5 and the 110's have 5. That's 6*5 = 30 so far. Then we have 120, which is even. So there are 31 even numbers altogether.
