5 to 3 is the same as 5x to 3x where 5x is # of dimes and 3x is # of quarters.

Value Equation:
10(5x) + 25(3x) = 13000 cents
---------
50x + 75x = 13000
125x = 13000
---
x = 104
----
# of dimes = 5x = 520
# of quarters = 3x = 312
