The probability that your waiting time is at most 13 minutes is zero, because your friend lives 100 miles away and it takes him an hour and a half to get to you even when there is no traffic.

Since you didn't bother to tell me all of the parameters of the problem, I get to make them up for myself so that the answer comes out the way I want it.
