DISAPPROVE 38% - 53%
NOT SURE 12% - 11%

I ran the approval %ages on my TI-84
using the 2-PropZInt function and got
the following 95% confidence interval.
(-0.0166,0.2500)
-----
Conclusion: Since 0 is in the interval
the conclusion would be that the percentages
are statistically the same.
