For this level of precision we would need to randomly sample 250 people. However, a simple random sample is too difficult and so we consider a cluster sample. The cluster sample would collect information from every adult in randomly selected streets. A pilot study tells us that the average number of adults in a street is 45 and the rate of homogeneity for alcohol consumption is 0.1. How many streets do we need to select to achieve the same power as the random sample of size 250?
