the probability of not drawing a red card on the first draw is 39/52 = 3/4.

what his means is that 25% of the time you will draw a red card on the first draw and 75% of the time you will not draw a red card on the first draw.

if you draw a red card on the first draw, then the probability of drawing a red card on the second draw is 12/51.

if you do not draw a red card on the first draw, then the probability of drawing a red card on the second draw is 13/51.

25% of the time, the probability of drawing a red card will be 12/51.
75% of the time, the probability of drawing a red card will be 13/51.

total probability is 25% * 12/51 + 75% * 13/51.
evaluate .25 * 12/51 + .75 * 13/51 and you will get 25% probability that you will get a red card on the second draw.
