Based on the words "has any effect" you could make Ho the following:
Ho: u(before)=u(after)
Ha: u(before is not equal to u(after)

Then you have a two-tailed test.
If alpha=1% the critical values are +-2.576
--------
If the test statistic is 2.36 you should "Fail to reject Ho".
You should conclude "the treatment made no difference".
