There is not always a formula, sometimes you have to figure it out.

The 80 students who did not answer correctly are 84% of the class, 100% - 16%.
s = # of students
84% of s = 0.84s
0.84s = 80
s = 80/0.84 =~ 95.23
Since there can't be a fraction of a student,
s = 95 students
