t = 0.25(t+f)
t = 0.25t + 0.25f
0.75t = 0.25f
t = (1/3)f

Substitute for "t" and solve for "f":
(1/3)f + f = 60
(4/3)f = 60
f = 45 (# of tables that seat 4 people)
