The fact that the sick leave is in one-minute increments lets us know that this is discrete. So we have a discrete uniform from 0 to 480.
Notice that means we have 481 different sick leave minutes.
So, the probability that x<20 is the same as x<=19 (important since we are discrete).
Then putting this together we get 20/481.
