There are 52 cards. 26 of them are red and 4 of them are kings. But two of the kings are red so you already counted them in the 26 red cards. Hence the successful outcomes are measured by counting the 26 red cards plus the two black kings (or by counting the 24 red cards that aren't kings plus the 4 kings). Either way, you have 28 successful outcomes.
