There are a total of 25 cards to choose from, and only the numbers 6,12,18, and 24 are divisible by 6. Only 4 numbers out of the 25 are divisible by 6.

This means the probability is 4/25. However, I think this is called Theoretical Probability. I think experimental probability is where you actually number the cards and draw a number of cards from these 25 cards. Experimental probability is the number of times you drew a multiple of 6, divided by the total number of cards that you drew.
