Since a ticket holder has to be present to collect the prize 2 tickets are initially selected from tickets sold. The first ticket selected will be the winner and the second ticket selected will be used as the alternate winner if the first ticket holder is not present. How many different selections of a winner and alternate can be selected from the 166 raffle tickets?

This is a permutation question because arrangement is important.
nPr = n!/(n-r)! = 166!/164! = 166*165 = 27,390 different selections of a winner and alternate can be selected from the 166 raffle tickets.
