There are 7 months that have 31 days: Jan, Mar, May, Jul, Aug, Oct, Dec. So out of 365 possible days upon which you could be born in a given year, there are 7 which could be considered a success in terms of being born on the 31st day of a month.
The probability of anything is the number of possible successful outcomes divided by the number of possible outcomes.
