1st: Write the numbers in order from smallest to largest:
2,3,5,6,9,11,13,15,18,19

2nd: Find the "Locator"---the number that has 60% of the data below it.
60% of 10 is 6. So the locator value is 7.

3rd: Find the data element at the locator position:
Ans: the 60%ile value is 13
