Cheb says "at least 75% of the data lies within 2 standard deviations
of the mean".
So 53 - 2std = 53 - 2*6 = 41
And 53 + 2std = 53 + 2*6 = 65

Find # of std 4 is to the left of the mean:
(4-12)/3 = -8/3 = -2 2/3

Do the same for 20:
(20-12)/3 = +8/3 = +2 2/3
