You can put this solution on YOUR website! Yes, but you can't have 60% of the class score less than the median score.
The median score always divides scores so 50% is less and 50% is greater.
Average score is just the sum divided by number of scores, depending on the how the scores vary any given percentage of scores could be less than average score.
