All you do here is write the name of the state in the left column and count how many times you see it and write that count in the right column.

The mode is the data element that repeats/occurs the most. So the mode is South Carolina since it occurs the most at 4.

iii. Does it make sense to talk about the average for this data? Why or why not?

Since the data is NOT quantitative (it's qualitative), you cannot average the data because it doesn't make sense to average names of states. If it were possible, then what is the average of Georgia and Pennsylvania? Is it a state? If so, then is it some state between the two states? If that's the case, then what's the average of Georgia and Florida? So we can see this hypothetical "average" breaking down quickly.
