10,11, 12, 14, 16, 18, 19, 20, 21, 23, 24

The 1st Quartile is the data element that has
25% of the data below it.

There are 11 data elements.
0.25*11 = 2.75

So the 3rd element is the 1st quartile element.
1st quartile = 12
