You have these 7 bills:

$1, $1, $1, $1, $5, $5, $20


Those 3 which I have colored red are favorable and the
other 4 which I have colored green are not favorable.

So the odds in favor are

(Number of favorable possibilities) : (number of non-favorable possibilities)

So that's 3 favorable ones to 4 unfavorable ones, which is written

3:4

The odds against is just the reverse 

(Number of unfavorable possibilities) : (number of favorable possibilities)

So that's 4 unfavorable ones to 3 favorable ones, which is written

4:3
