This problem is really just a plug-in-the-values-and-calculate problem...our function is
P(t) = 1500e.04t
In 2000, t = 0, so
P(0) = 1500
In 2010, t = 10, so
P(10) = 1500*e^(.04*10) = 2237
For a population of 3000, we work backwards...
3000 = 1500*e^(.04t)
2 = e^(.04t)
ln 2 = .04t
t = ln 2 / .04
t = 17.32 or year 2018
