odds = # of desirable outcomes

# of undesirable outcomes

19%=19/100 (fraction form)
so, the odds of completing 4 years of college=
The numerator is the same which is 19.
The denominator is: 100-19 = 81.
The answer is 19/81.
= 0.234568
= 23.4568%
(rounded to a whole number)=23%
