I say 3 green 6 red and 12 blue.
I just kept playing with numbers till i got this. However I am not sure how you actually work these type of problems. And how do I explain it to a 9 yr old?

2x=red
2*2x=blue

divide by 7
x=3 green
2x=6 red
2*2x=12 blue
