The first three choices are always true (since A implies B). So this leaves choice D as the false statement (since C and D are opposites really). In fact, the hypotheses are statements about parameters (as choice C says) and NOT statistics.
So the answer is D
Note: if the hypotheses were statements about the sample statistic, then why would we need to test at all? We can easily find the sample statistic, so no test is needed.
