In order to guarantee a blue marble you have to think of the worst possible set of events. The worst possible sequence would be to pick all the red and green marbles before you finally get a blue one. In this situation you would have to pick 20 green and red marbles before finally getting a blue one on the 21st pick. So it would take 21 picks to guarantee a blue marble.
