It means it is put back.
I take a card from a deck of cards.
The odds of a diamond is 1/4 or 13/52
If I draw another card without replacement the odds change to 12/51 not the 13/52 I had on the first draw.
So I have 1/4*12/51=3/51 for two diamonds
