That statement cannot be a null hypotheses since it
does not contain equality. Ho must ALWAYS contain equality.

The hypotheses would be the following:
Ho: p >= 0.6
Ha: p < 0.6
------------------
Type I error on this hypothesis would be to reject Ho when
in fact it was true.
