Let's start with 60 and whittle down from there.
1 in 3 say money tied up. So that means have some money
with money
2 of 5 tell him, no way. So that means 3/5 are still listening

1 in 2 won't lend on principle. So 1/2 may

He still has a chance with 12 of them

One-third of 60 is 20. 20 people have their money tied up, leaving 40. 2/5 of 40 is 16 who say no, leaving 40 minus 16 equals 24. Half of 24 is 12, leaving 12 who might loan him money.

However, remind him of Polonius' advice to Laertes:

Neither a borrower nor a lender be,
For loan oft loses both itself and friend,
And borrowing dulls the edge of husbandry.
