Here's how I would do it
Convert into a fraction by multiply by 1000 (in this case)

Now simplify into lowest terms. 215 and 1000 are both divisible by 5

43 is prime so that as low as you can get it

Let's go over the basics of decimals and then you'll be able to do any problem like this.
First let's look at .1
You could say this as one tenth, Right? If that's the case then one tenth can be written like this 1/10
Now let's review the place values to the right of the decimal point.
If I write .01 the 1 is in the hundredths place.
.001 the 1 is in the thousandths
.0001 the 1 is in the ten thousandths (Notice they all in with a -ths)
Now let's look at your problem. .2150
You could say this is two thousand one hundred fifty ten thousandths or we can write this as: 2150/10,000
We now have a fraction. this can be reduced down to:
43/200
