Outcomes of events are INDEPENDENT if the outcome of the second event is NOT affected by the outcome of the first event. In this case, in part A), this is INDEPENDENT, since the outcome of the second roll was not affected by the first roll. In part B), the when you draw the first marble from the bad and do NOT replace the marble, this DOES affect the probability of the second draw. It is NOT INDPENDENT!
