from that, it was determined that 73% chose riding a bike, with a margin of error of plus or minus 3%.
that ratio is applied to the population of 25600 to get:
.73 * 25600 = a mean of 18688.
.03 * 25600 = a margin of error of plus or minus 768.
18688 minus 768 = 17920.
18688 plus 768 = 19456.
