Because order matters, you have P(10,3) different possible outcomes, where
P(n,r) = n!/(n-r)!

Answer: 720

Reason:

There are 10 ways to pick the 1st place runner.
Then 9 ways to pick the 2nd place runner.
And finally 8 ways to get the 3rd place runner.

10*9*8 = 720 different permutations are possible.
